In recent years, the world has witnessed a rise in irregular warfare, a form of conflict that deviates from traditional military strategies and tactics. Today, the global powers such as Russia, China, and Iran are increasingly utilizing irregular warfare to advance their interests and challenge the established order. This article delves into the growing prominence of irregular warfare and explores how Russia, China, and Iran are shaping the future of global conflict.

Understanding Irregular Warfare

Irregular warfare encompasses a wide range of activities that fall outside the realm of conventional warfare. It involves tactics such as insurgency, terrorism, cyber warfare, information operations, and proxy conflicts. Unlike traditional warfare, irregular warfare does not necessarily involve head-on confrontations between nation-states. Instead, it focuses on exploiting vulnerabilities, asymmetrical power dynamics, and non-linear strategies.

Irregular warfare has gained prominence due to various factors, including advancements in technology, globalization, and changing geopolitical dynamics. It represents a response to the limitations of conventional warfare and offers an alternative approach to achieve strategic objectives. As global powers recognize the effectiveness of irregular warfare, they are adapting their military doctrines to incorporate these unconventional methods.

The Growing Influence of Russia

Russia has been at the forefront of employing irregular warfare, leveraging it as a vital tool to expand its influence beyond its borders. The Russian military doctrine emphasizes a comprehensive approach that combines conventional and irregular tactics, allowing Russia to exert control over its neighbors and challenge Western dominance.

One notable example of Russia's use of irregular warfare is its involvement in the conflicts in Ukraine and Syria. Russia has employed hybrid warfare tactics, which combine military force, information operations, and cyberattacks to achieve its strategic goals. This approach blurs the lines between conventional and irregular warfare, making it difficult for its adversaries to respond effectively.

Russia's success in utilizing irregular warfare has prompted concern among Western powers, who have struggled to adapt and effectively counter such tactics. As a result, Russia's influence in the global arena continues to grow, making irregular warfare a significant factor in shaping the future of global conflict.

China's Emergence as a Hybrid Power

Similar to Russia, China has recognized the value of irregular warfare in expanding its influence and challenging established powers. China's concept of "unrestricted warfare" encompasses a broad spectrum of unconventional tactics, ranging from cyber warfare to economic coercion.

China's use of irregular warfare is evident in its territorial disputes in the South China Sea. Through a combination of military force, economic incentives, and information operations, China has gradually established dominance over the disputed territories, exerting its influence over the region. This hybrid approach allows China to undermine its adversaries without resorting to direct military confrontation, thus avoiding a conventional war.

China's rise as a hybrid power has created concerns among neighboring countries and the United States. The effectiveness of China's irregular warfare capabilities poses a significant challenge to traditional military strategies, shaping the future of global conflict.

Iran's Asymmetric Tactics and Proxy Warfare

Iran, too, has capitalized on irregular warfare to advance its regional ambitions. Faced with military disadvantages compared to its adversaries, Iran has developed asymmetric tactics and employed proxy warfare as a means to overcome its limitations.

Iran's support for various proxy groups in the Middle East, such as Hezbollah in Lebanon and Houthis in Yemen, allows it to extend its influence and project power beyond its borders. By working through these proxies, Iran can achieve its strategic objectives while maintaining plausible deniability. This approach also enables Iran to deter its enemies by threatening asymmetric retaliation through its proxy networks.

Iran's asymmetric tactics and proxy warfare pose significant challenges to regional stability and have drawn the attention of global powers. The rise of irregular warfare has given Iran leverage, further complicating the future landscape of global conflict.

The Future of Global Conflict

The rise of irregular warfare and its adoption by powerful nations like Russia, China, and Iran highlight the changing nature of global conflict. Traditional military strategies and conventional warfare alone are no longer sufficient to address the complex challenges posed by asymmetric tactics and unconventional means.

To effectively counter irregular warfare, it is essential for global powers to adapt their military doctrines, invest in advanced technologies, and enhance their capabilities in areas such as cyber warfare and information operations. Additionally, international cooperation and coordination are crucial in developing comprehensive strategies to mitigate the destabilizing effects of irregular warfare.

As Russia, China, and Iran continue to leverage irregular warfare to advance their interests, the future of global conflict remains uncertain. By understanding the nature of irregular warfare and its significance in shaping global dynamics, policymakers and military strategists can better prepare to navigate the complexities of the evolving global landscape.

Irregular warfare has emerged as a dominant force in shaping the future of global conflict. Russia, China, and Iran have recognized the effectiveness of unconventional tactics and are increasingly employing irregular warfare to advance their interests and challenge established powers. As the international community grapples with this new reality, a comprehensive understanding of irregular warfare and its implications is crucial to develop effective strategies to address the ever-evolving nature of global conflict.

How three key figures in Moscow, Beijing, and Tehran built ruthless irregular warfare campaigns that are eroding American power.

In Three Dangerous Men, defense expert Seth Jones argues that the US is woefully unprepared for the future of global competition. While America has focused on building fighter jets, missiles, and conventional warfighting capabilities, its three principal rivals—Russia, Iran, and China—have increasingly adopted irregular warfare: cyber attacks, the use of proxy forces, propaganda, espionage, and disinformation to undermine American power.

Jones profiles three pioneers of irregular warfare in Moscow, Beijing, and Tehran who adapted American techniques and made huge gains without waging traditional warfare: Russian Chief of Staff Valery Gerasimov; the deceased Iranian Major General Qassem Soleimani; and vice chairman of China’s Central Military Commission Zhang Youxia. Each has spent his career studying American power and devised techniques to avoid a conventional or nuclear war with the US. Gerasimov helped oversee a resurgence of Russian irregular warfare, which included attempts to undermine the 2016 and 2020 US presidential elections and the SolarWinds cyber attack. Soleimani was so effective in expanding Iranian power in the Middle East that Washington targeted him for assassination. Zhang Youxia presents the most alarming challenge because China has more power and potential at its disposal.

Drawing on interviews with dozens of US military, diplomatic, and intelligence officials, as well as hundreds of documents translated from Russian, Farsi, and Mandarin, Jones shows how America’s rivals have bloodied its reputation and seized territory worldwide. Instead of standing up to autocratic regimes, Jones demonstrates that the United States has largely abandoned the kind of information, special operations, intelligence, and economic and diplomatic action that helped win the Cold War.

In a powerful , Jones details the key steps the United States must take to alter how it thinks about—and engages in—competition before it is too late.
