The COVID-19 pandemic has brought the global dynamics of the world into focus like never before. It has highlighted the interconnectedness of economies and societies and has exposed the vulnerabilities in the existing systems. One significant phenomenon that has emerged during this crisis is the proliferation of borders, both physical and metaphorical, in response to the challenges posed by globalization and the need to control the spread of the virus. This article aims to examine the interplay between the proliferating borders of capital and the emergence of the pandemic swerve vagabonds.

The Rise of Globalization and Its Consequences

Globalization, the process of interconnectedness and interdependence among countries through the exchange of goods, services, information, and people, has been a defining feature of the late 20th and early 21st centuries. It has brought unprecedented economic growth and development, increased access to goods and services, and facilitated cross-cultural exchange. However, it has also led to growing inequalities, environmental degradation, and the erosion of local cultures and traditions.

The COVID-19 pandemic has exposed the vulnerabilities and risks associated with globalization. The rapid spread of the virus across borders has shown how interconnected our world truly is. In response, governments around the world have implemented strict measures to control the movement of people and goods, effectively shutting down borders and disrupting global supply chains. The once-open borders have transformed into barriers that restrict the flow of capital, goods, and people.

The Proliferation of Physical Borders

In an attempt to curb the spread of the virus, many countries have resorted to closing their borders to non-essential travel. Border closures have become a significant tool in the fight against COVID-19, with governments implementing various travel restrictions, quarantines, and lockdown measures. These measures aim to protect public health but have also resulted in significant economic disruptions and social isolation.

The proliferation of physical borders has not only impacted individuals but also deeply affected industries such as tourism, hospitality, and international trade. The once-thriving global travel industry has come to a standstill, resulting in massive job losses and financial hardships for many. The closure of the borders has also disrupted global supply chains, leading to shortages of essential goods and an increase in prices.

The Emergence of the Pandemic Swerve Vagabonds

As the borders have tightened, a new class of individuals has emerged – the pandemic swerve vagabonds. These are individuals who find themselves stranded in foreign countries due to sudden border closures and travel restrictions. They are people who, for various reasons, were away from their home countries when the pandemic hit and are now unable to return.

The pandemic swerve vagabonds are faced with numerous challenges, including the unavailability of proper healthcare, limited access to resources, and the uncertainty of when they will be able to return home. Many of them are stuck in a state of limbo, with no clear solution in sight. Their predicament highlights the complexities and difficulties associated with the proliferation of borders in times of crisis.

The Social and Economic Implications

The proliferation of borders, whether physical or metaphorical, has far-reaching social and economic implications. On one hand, it has highlighted the importance of national sovereignty and the need for governments to prioritize the health and well-being of their citizens. On the other hand, it has exposed the vulnerabilities and injustices within the existing global economic and political systems.

The COVID-19 crisis has intensified the debates surrounding globalization, nationalism, and the role of the state in a globalized world. It has raised questions about the balance between individual freedoms and collective responsibilities, the ethics of vaccine distribution, and the need for global cooperation in tackling common challenges.

The COVID-19 pandemic has brought the issue of proliferating borders to the forefront of global discussions. It has shown that in times of crisis, governments prioritize the protection of their citizens, often at the expense of global interconnectedness. The emergence of pandemic swerve vagabonds highlights the human cost of border closures and reminds us of the challenges and complexities associated with globalization.

As the world continues to grapple with the pandemic and its aftermath, there is a need for a nuanced and balanced approach to the issue of borders. While it is essential to protect public health and safety, we must also recognize the need for global cooperation, empathy, and understanding. Only by working together can we navigate the proliferating borders of capital and build a more inclusive and resilient global system.

In November 2019, a new strain of coronavirus appeared in Wuhan, China, and quickly spread across the world. Since then, the pandemic has exposed the brutal limits of care and health under capitalism.

Pandemonium underscores the turning-points between neoliberalism and authoritarian government, crystallised by ineffective responses to the pandemic. In so doing, it questions capitalist understandings of order and disorder, of health and disease, and the new world borders which proliferate through distinctly capitalist definitions of risk and uncertainty.

From the origins of the crisis at the crossroads of fossil-fuelled pollution and the privatisation of healthcare in China, Angela Mitropoulos follows the virus' spread as governments embraced reckless strategies of 'containment' and 'herd immunity.' Exoticist explanations of the pandemic and the recourse to quarantines and travel bans racialised the disease, while the reluctance to expand healthcare capacity displaced the risk onto private households and private wealth.

Tracing iterations of borders through the histories of population theory, the political contract and epidemiology, Mitropoulos discusses the circuits of capitalist value in pharmaceuticals, protective equipment and catastrophe bonds. These and the treatment of populations as capitalist 'stock' in demands to 'reopen the economy' reveal a world where the very definition of 'the economy' and infrastructure are fundamentally shifting. Much will depend on how these are understood, and debts are reckoned, in the months and years to come.
